Ah, I see now (https://sourceforge.net/p/forge/site-support/new/) that
SourceForge is migrating a bunch of data into new datacenters -- new
hardware, faster SSD drives, etc.  So our repository is effectively
read-only until that work is completed.  We aren't the only ones affected
-- there are a bunch of new support requests from other users complaining
of the same issue with their repositories.  I guess we just wait it out.
