Welcome Maxim!

I'm not very familiar with the translation process and I hope others
will fill in the blanks.

It explains the way the repository is set up to allow translations
of the various versions of the book to happen in parallel.

I guess a good first step for you would be to familiarise yourself
with the book building process described here:
http://svnbook.googlecode.com/svn/trunk/en/README

After that, you could send a small patch that starts translating the
version of the book you'd like to translate.

I'm not sure which is better -- starting a new translation of the 1.7
or trunk version of the book or updating the existing Russian
translation of the 1.4 version. I guess you'll have to make up
your own mind about that.
