After some dev@ and IRC discussion, the 'init-commit' hook feature was  
backed out in favor of some changes to the 'start-commit' hook, namely that  
it now runs *after* the txn is created and populated with initial revprops,  
and that it now accepts the txn name as an argument so those revprops can  
be examined.
