"AuthBasicProvider file" is the default for Apache.  But if a different  
value (outside the scope of your httpd.conf snippet) was used for the  
AuthBasicProvider, then the Subversion <Location> would have inherited it.   
So I can see how that might be confusing and hard to diagnose.
