svn.reposadmin.maint.moving-and-removing says:

      repository or to remove configuration bits for a now-deleted

      to be notified.  The list can go on indefinitely, or at least to
      the extent that you've built processes and procedures around your

I think [1] could be interpreted as saying that all users have to be 
notified whenever the repository directory is moved, which is untrue.  
I suggest to be vaguer:
