Ah, I should have known!

I'm using a text editor that "supposedly" can handle
UTF-8, but when I saved Russian and Chinese, it seemed
to mess up the code and for Russian, I end up with alot
of "???????" throughout the page, and for Chinese, I get
"?" in certain spots with the rest coming out fine.
hmmm, the editor is a few years old so maybe if I upgrade.
...but I doubt I'll have to change anything globally anymore
so...

...or maybe I'll pick up Emacs again...it's been about 16
years since I've used it so I've pretty much forgotten all
the key commands...hopefully there'll be a Windows version
nowadays.
